Mykola Tomenko: Kyiv Dignitaries are supposed to be elected by the Citizens, they should not be appointed by the Party of Regions
The Deputy Chairman of the Verkhovna Rada of Ukraine made this statement during the briefing in the Parliament. "There are actually power transmission in Kyiv recently, I mean from so-called young team of L. Chernovetskii to the Party of Regions team", he emphasised and declared that "there would have been nothing to object if such transmission is not a mere agreement between the Chernovetskii clan and V. Yanukovych surroundings."
M. Tomenko deems it completely obvious that there are no intentions to open criminal proceedings against L. Chernovetskii team, notorious for the corruption, dozens of scandals, if they leave their post voluntarily and continue their lives with their money they earned in a ‘honest´ way. The Deputy Chairman reminded that according to the Resolution on the Report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine to investigate the circumstances of the Constitution and Laws of Ukraine violation, adoption of the illegal actions by the Kyiv city authorities and its executive bodies, the Verkhovna Rada was supposed to hear the information of the Cabinet of Ministers and General Prosecutor´s Office regarding the investigation of the malfeasance in office by the Kyiv city officials and possible opening of the criminal cases regarding the mentioned above abuses. He emphasised that the Parliament the relevant information was not represented in the Parliament though the process of the authorities change is almost completed in Kyiv that was voluntary and preliminary agreement are almost brought to the following: "Leonid Chernovetskii now will be enjoying their fairly earned money with his young team and new team, that is not authorized to manage the capital, would continue working as no on has intentions to conduct the elections in the capital and ask the opinion of the Kyiv citizens." The Deputy Chairman named such procedure of the power formation "unofficial, incomprehensible and far from the democratic standards."
"It is obvious that if taken into the consideration the decision the Constitutional Court regarding the fact that the elections to the local self-government bodies are supposed to be conducted in 2010, then the authority is not supposed to be adopted by the Administration of the President, it should be elected by the Kyiv citizens."
"We suppose it inadmissible for Kyiv to liquidate the local self-government and in 2010 conduct only elections to the local councils, we will insist on the fact that if the Parliament adopts the day of elections on 31 October, it shall be conducted not only in regions but in the city council as
The Deputy Chairman emphasised that "we also would insist on the fact that the General Prosecutor´s Office should inform the Verkhovna Rada of Ukraine on the cases opened regarding the actions of so-called young team of L. Chernovetskii."
